The Story
The California FAIR Plan — the state's insurer of last resort — is raising rates by an average of 29.1% statewide, effective October 15, 2026. The California Department of Insurance approved the increase in May, and it applies to all new and renewal dwelling policies from that date forward.
But the statewide average is misleading. The rate structure now uses forward-looking wildfire catastrophe models and factors in reinsurance costs — a first for the FAIR Plan and part of California's broader Sustainable Insurance Strategy. That means homeowners in high wildfire-risk ZIP codes are likely to see much larger increases, while some in lower-risk areas may actually see their premiums drop.
The FAIR Plan initially requested a 35.8% increase. The 29.1% approval is still the largest the plan has seen in recent memory, topping increases of roughly 20% in 2019 and about 16% in both 2021 and 2023. Behind the number is a hard reality: the January 2025 Palisades and Eaton fires generated an estimated $4 billion in FAIR Plan losses alone, forcing the plan to assess member insurance companies a billion dollars just to cover claims.
Why it Matters For California Agents
If you have clients on the FAIR Plan sitting in high wildfire-risk areas, the summer months are the window to act. Two things are worth doing before October 15: first, document any home hardening work — ember-resistant vents, Class A roofing, defensible space — because mitigation discounts under the new rate structure are more meaningful than they used to be. Second, shop the admitted market. Carriers like Mercury and CSAA are actively writing new policies in wildfire-distressed areas as part of the Sustainable Insurance Strategy. A client who's assumed they're stuck on the FAIR Plan may have options they didn't have last year.
